Notes that there has been little progress in the fields of the environment and climate change and calls on the authorities to enhance environmental protection in line with EU standards; calls on BiH to honour all its contractual obligations under the Energy Community Treaty and the SAA, and to ensure adequate and swift approximation towards the EU environmental acquis , including in preventing excessive air pollution from the oil refinery in Bosanski Brod; emphasises the need for BiH to fully implement its obligations regarding the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo, 1991) and the Protocol on Strategic Environmental Assessment (Kiev, 2003), including with regard to activities in the Neretva and Trebišnjica River Basin;
35. relève que des progrès limités ont été accomplis dans les domaines de l'environnement et du changement climatique et invite les autorités à renforcer la protection environnementale conformément aux normes de l'Union européenne; invite la Bosnie-Herzégovine à respecter toutes ses obligations contractuelles au titre du traité instituant la Communauté de l'énergie et de l'accord de stabilisation et d'association, et à garantir un rapprochement rapide et approprié avec l'acquis environnemental de l'Union, y compris en matière de prévention de la pollution, notamment pour agir contre la surpollution atmosphérique engendrée par la raffinerie de Bosanski Brod; insiste sur la nécessité pour la Bosnie-Herzégovine de mettre pleinement en œuvre ses obligations au titre de la convention sur l'évaluation de l'impact sur l'environnement dans un contexte transfrontière (Espoo, 1991) et de son protocole relatif à l'évaluation stratégique environnementale (Kiev, 2003), notamment en ce qui concerne les activités exercées dans les bassins fluviaux de la Neretva et de la Trebišnjica;

(B) the number of megawatt hours of electricity, in the calendar year that ends in the fiscal year, that constitutes the average annual usable hydroelectric energy portion of the downstream power benefits to which Canada is entitled in accordance with the Treaty Between the United States of America and Canada Relating to Cooperative Development of the Water Resources of the Columbia River Basin, and any protocols, amendments or addendums to that treaty, as provided by the British Columbia Hydro and Power Authority;

It reminds me of the gunboat diplomacy that I have personally experienced with the Devils Lake water boundary dispute where Lloyd Axworthy, Gary Doer, the premier of Manitoba and I went to Washington, urging the Americans to live up to the Boundary Waters Treaty and not talk about an inter-basin transfer of water that will contaminate the Red River and Lake Winnipeg with organisms, foreign invasive species, et cetera.
