(2) Council Regulation (EC) No 693/2003(3) establishes a Facilitated Transit Document (FTD) and Facilitated Rail Transit Document (FRTD) for the case of a specific transit by land of third country nationals who must necessarily cross the territory of one or several Member States in order to travel between two parts of their own country which are not geographically contiguous.

There have been a number of EU initiatives in the past years which facilitated the movement of Kaliningrad residents (such as the Facilitated Transit Document and Facilitated Rail Transit Document, which have simplified travel between Kaliningrad and mainland Russia or the 2007 EU-Russia Visa Facilitation Agreement, which facilitates the issuance of short-term visas for all Russian nationals travelling to Schengen countries).

Finally, I would like to highlight the future of the EBRD, as although ten countries that you work in are going to join us from 1 May 2004, the transition period is far from completed and we still largely need assistance from the EBRD in order to facilitate transition funding in those countries, so that they can play a full role in the European Union.

Takes note of the agreement reached at the EU – Russia Summit of 11 November 2002 regarding transit between Kaliningrad and the Russian mainland, and the creation of the Facilitated Transit Document which should meet the requirements of facilitating the transit between the two destinations and guaranteeing the security of EU territory according to the requirements of the Schengen Agreement; draws attention to the fact that a number of questions as regards the practical functioning of the transit regime remain unanswered and that it will be difficult to eliminate the risk of significant problems occurring during its implementation;
