The European Commission decided today to refer Bulgaria, Luxembourg, Romania and Spain to the Court of Justice of the EU for failure to notify complete transposition of EU rules on collective management of copyright and related rights, and multi-territorial licensing of rights in musical works for online use into national law as foreseen by 10 April 2016 Collective Rights Management Directive, Directive 2014/26/EU.
La Commission européenne a décidé aujourd'hui de saisir la Cour de justice d'un recours contre la Bulgarie, l'Espagne, le Luxembourg, et la Roumanie pour manquement à l'obligation de notifier avant le 10 avril 2016, comme le prévoit la directive sur la gestion collective du droit d'auteur (directive 2014/26/UE), la transposition complète dans leur droit national des dispositions de l'UE relatives à la gestion collective du droit d'auteur et des droits voisins et à l'octroi de licences multiterritoriales de droits sur des œuvres musicales en vue de leur utilisation en ligne.

By failing to adopt all the laws, regulations and administrative provisions necessary to comply with the Collective Rights Management Directive or, in any event, by failing to notify such provisions to the Commission by 10 April 2016, Bulgaria, Luxembourg, Romania and Spain have failed to fulfil their transposition obligations under Article 43 of this Directive.

The Union shall participate in the Active and Assisted Living Research and Development Programme (‘AAL Programme’) jointly undertaken by Austria, Belgium, Cyprus, Denmark, France, Hungary, Ireland, Luxembourg, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland and the United Kingdom (the ‘Participating States’), in accordance with the conditions laid down in this Decision.
