The European Council underlined that Bulgaria and Romania are an integral part of the ongoing enlargement round and recalled that the guiding principles which applied to the accession negotiations with the ten new Member States should continue to apply to Bulgaria and Romania, which are part of the same inclusive and irreversible enlargement process.
Le Conseil européen a souligné que la Bulgarie et la Roumanie s’inscrivaient à part entière dans le processus d’élargissement en cours et a rappelé que les principes directeurs appliqués aux négociations d’adhésion des dix nouveaux États membres restaient applicables à la Bulgarie et à la Roumanie, engagées dans le même processus d’élargissement inclusif et irréversible.

As a result 2003 will be the last programming year for pre-accession aid in the countries due to accede in 2004 (final disbursements should run till December 2006 at the latest) but increased aid will be given to the remaining candidate countries in negotiation, namely Romania and Bulgaria, in order to improve administrative and judicial structures, and their capacity to implement the acquis.

It results from the status of Bulgaria and Romania as candidate countries for accession to the European Union and the progress made by these countries towards membership that they should be regarded as constituting safe countries of origin for the purposes of this Directive until the date of their accession to the European Union.

– (DE) Mr President, Commissioner, it was in April last year that this House considered the treaties relating to the accession of Romania and Bulgaria and resolved that it would agree to these treaties being signed, the meaning of which decision is that it is the will of this House that Romania and Bulgaria should become Member States of the European Union, and that the date named in the treaty is 1 January 2007.
- (DE) Monsieur le Président, Monsieur le Commissaire, en avril dernier, cette Assemblée a examiné les traités relatifs à l’adhésion de la Roumanie et de la Bulgarie et a résolu d’accepter la signature de ces traités, ce qui signifie que le Parlement veut que la Roumanie et la Bulgarie deviennent des États membres de l’Union européenne et que la date indiquée dans le traité est le 1er janvier 2007.

4. Also expresses its wish that the accession of Romania and Bulgaria should take place in solidarity, while emphasising that the applications of both countries must ultimately be considered and evaluated on their own merits;

I should, however, like to tell the President-in-Office of the Council that our fellow citizens are concerned about these future enlargements, and above all about the continuing lack of responses to the crucial question of where Europe’s borders lie. We are of course in favour of Bulgaria’s and Romania’s accession to the EU, although these countries still need assisting in their efforts, and we are also in favour of Croatia’s accession, as it will send a strong signal to the Balkans.

By endorsing the ‘roadmaps’ for Bulgaria and Romania proposed by the Commission, the Copenhagen European Council agreed, by way of a general approach for reallocation, that the ratio for reallocation should be fixed at 30/70, respectively, under the Phare programme set up under Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to the Republic of Hungary and the Polish People’s Republic , the special accession programme for agriculture and rural development (Sapard) set up under Regulation (EC) No 1268/1999 and the Instrument for Structural Policies for Pre-accession (ISPA), set up under Regulation (EC) No 1267/1999.
