Without prejudice to Point E of Annex VI to the 2012 Act of Accession and the provisions adopted on the basis thereof, Croatia may continue to undertake new legal commitments in respect of beneficiaries in 2014 in relation to the measures referred to in points (a) and (c) of Article 171(2) of Commission Regulation (EC) No 718/2007 , pursuant to the Instrument for Pre-Accession Assistance on Rural Development (IPARD) programme adopted on the basis of that Regulation even after the relevant financial resources of that programme have been used up, provided that the application for support is submitted before the adoption of its rural development programme for the 2014-2020 programming period.
Sans préjudice de l'annexe VI, point E, de l'acte d'adhésion de 2012 et des dispositions adoptées sur cette base, la Croatie peut continuer à prendre de nouveaux engagements juridiques à l'égard des bénéficiaires en 2014 en ce qui concerne les mesures visées à l'article 171, paragraphe 2, points a) et c), du règlement (CE) no 718/2007 de la Commission , conformément à l'instrument d'aide à la préadhésion pour le développement rural (ci-après dénommé "programme IPARD") adopté sur la base de ce règlement, même après épuisement des ressources financières concernées dudit programme, pour autant que la demande d'aide soit déposée avant l'adoption de son programme de développement rural pour la période de programmation 2014-2020.

Without prejudice to Article 88 of Regulation (EU) No 1305/2013, Member States may continue to undertake new legal commitments in relation to beneficiaries in 2014, in relation to the measures referred to in Article 20, with the exception of points (a)(iii), (c)(i) and (d) thereof, and in Article 36 of Regulation (EC) No 1698/2005, pursuant to the rural development programmes adopted on the basis of that Regulation even after the financial resources of the 2007-2013 programming period have been used up, provided that the application for support is submitted before the adoption of the respective rural development programme for the 2014-2020 programming period.

To facilitate the transition from existing support schemes under Regulation (EC) No 1698/2005 to the new legal framework which covers the programming period starting on 1 January 2014 ("the new programming period"), transitional rules should be adopted to avoid any difficulties or delays in the implementation of rural development support which may be caused as a result of the date of adoption of the new rural development programmes.
Afin de faciliter la transition des régimes de soutien existants au titre du règlement (CE) no 1698/2005 au nouveau cadre juridique, qui concerne la période de programmation commençant le 1er janvier 2014 (la "nouvelle période de programmation"), il convient d'adopter des dispositions transitoires afin d'éviter tout retard ou toute difficulté dans la mise en œuvre du soutien au développement rural, qui pourrait survenir jusqu'à l'adoption des nouveaux programmes de développement rural.

Since the objective of this Regulation, namely rural development, cannot be sufficiently achieved by the Member States, given the links between rural development and the other instruments of the CAP, the extent of the disparities that exist between the various rural areas and the limits on the financial resources of the Member States in an enlarged Union but can rather, by reason of the multi-annual guarantee of Union finance and by concentrating on its priorities, be better achieved at Union level. the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union ("TEU").

Since the objective of this Regulation, namely rural development, cannot be achieved sufficiently by the Member States given the links between it and the other instruments of the common agricultural policy, the extent of the disparities between the various rural areas and the limits on the financial resources of the Member States in an enlarged Union, and can therefore be better achieved at Community level through the multiannual guarantee of Community finance and by concentrating it on its priorities, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.
Étant donné que l'objectif du présent règlement, à savoir le développement rural, ne peut pas être réalisé de manière suffisante par les États membres compte tenu du lien existant entre le développement rural et les autres instruments de la politique agricole commune, de l'ampleur des disparités entre les zones rurales et des limites des moyens financiers des États membres dans une Union élargie, et peut donc être mieux réalisé au niveau communautaire grâce à la garantie pluriannuelle des financements de la Communauté qui sont axés sur ses priorités, la Communauté peut prendre des mesures conformément au principe de subsidiarité consacré à l'article 5 du traité.
