I rise to congratulate the Canadian AIDS Society, the Canadian Public Health Association and the Hemophelia Society for their ongoing dedication to increasing public awareness of HIV-AIDS.

In this presentation, I will outline how Canadian drug laws and policies impact on the spread of HIV/AIDS and other diseases such as hepatitis B and C. I will provide some information about the Canadian HIV/AIDS Legal Network and the Canadian AIDS Society and, in particular, about the activities of the two organizations in the area of drug use.
Au cours de cet exposé, je vais présenter l'impact des lois et politiques antidrogues du Canada sur la propagation du VIH-sida et d'autres maladies comme les hépatites B et C. Raises concerns with the Russian Government about the bleak human rights situation and the shrinking space for Russia's civil society, urging it to uphold freedom of expression and association by bringing legislation and practice regulating civil society into line with Russia's international commitments, to take prompt and effective steps to foster a favourable working climate for human rights organisations and independent charitable organisations engaged in the promotion of cultural links between Russia and EU Member States;

reiterate the commitments agreed upon at international level by both the EU Member States and Russia, notably as members of the Council of Europe and the OSCE, and raise with the Russian Government concerns about the human rights situation and the shrinking space for Russia's civil society, urging it to uphold freedom of expression and association by bringing legislation regulating civil society into line with Russia's European and international commitments, to take prompt and effective steps to foster a favourable working climate for human rights organisations and independent charitable organisations engaged in the promotion of cultural links between Russia and EU Member States, and to stop intimidation and harassment of human rights defenders and refrain from harsh administrative measures against those organisations;
réitérer les engagements que les États membres de l'Union et la Russie ont pris au niveau international, notamment en tant que membres du Conseil de l'Europe et de l'OSCE, et soulever auprès du gouvernement russe le problème de la situation des droits de l'homme et des restrictions imposées à la société civile russe, en demandant instamment à celui-ci de veiller au respect de la liberté d'expression et d'association en mettant en place une législation relative à la société civile qui soit conforme aux engagements européens et internationaux de la Russie et d'adopter sans délai des mesures efficaces permettant le développement d'un environnement de travail favorable aux organisations de défense des droits de l'homme et aux organisations caritatives indépendantes qui promeuvent les liens culturels entre la Russie et les États membres de l'Union, de faire cesser l'intimidation et le harcèlement des défenseurs des droits de l'homme et de s'abstenir de mesures administratives brutales à l'encontre de ces organisations;

40. Considers that it is imperative to arrive at a political solution which involves all the democratic components of Chechen society and guarantees to all people residing in or returning to Chechnya inter alia a real right to life, freedom and security and to the Chechen people respect for their cultural and national identity and dignity; at the same time, this solution should respect the territorial integrity of the Russian Federation and be fully compatible with the pursuit, by legitimate and effective means, of stability and security throughout the North Caucasus and the entire Russian Federation;
40. considère qu'il est impératif de parvenir à une solution politique qui associerait toutes les composantes démocratiques de la société tchétchène et garantirait à toutes les personnes résidant ou retournant en Tchétchénie, entre autres, un droit véritable à la vie, à la liberté et à la sécurité, et au peuple tchétchène, le respect de son identité et de sa dignité culturelles et nationales; dans le même temps, cette solution devrait respecter l'intégrité territoriale de la Fédération de Russie et être pleinement compatible avec la recherche, par des moyens légitimes et efficaces, de la stabilité et de la sécurité dans le Caucase septentrional et dans l'ensemble de la Fédération de Russie;

As Commissioner Busquin is very well aware, the language issue and cultural identity are sources of division for the Moldovan people as a whole. The issue concerns the place of the Romanian language and of the national Moldovan movement in society, as opposed to that of the Russian language and of leanings towards Russia and the east.
