I. whereas in the recent years several members of the Congolese armed forces, the police, the security services as well as other armed groups active on the territory of the DCR such as the Rwandan rebel group FDLR (Democratic Front for the Liberation of Rwanda) – which is led by perpetrators of the Rwandan genocide who fled to Congo – and Congolese Mai-Mai militia, have been identified by domestic and international Human Rights organisations as the perpetrators of these horrendous crimes;
I. considérant que ces dernières années, plusieurs membres des forces armées congolaises, de la police, des services de sécurité ainsi que d'autres groupes armés opérant sur le territoire de la RDC, comme par exemple un groupe rebelle rwandais, les Forces démocratiques pour la libération du Rwanda (FDLR), que dirigent des auteurs du génocide au Rwanda en fuite au Congo, et la milice congolaise Maï Maï, ont été identifiés par les organisations nationales et internationales de défense des droits de l'homme comme les auteurs de ces crimes horribles;

G. whereas the recent massacres were perpetrated mainly by the Rwandan rebel group FDLR (Democratic Front for the Liberation of Rwanda) – which is led by perpetrators of the Rwandan genocide who fled to Congo – and Congolese Mai-Mai militia,

3. Deplores, in the strongest possible terms, the massacres of civilian population, the recruitment of child soldiers and the acts of sexual violence against women and children, and calls on all actors to step up the fight against impunity; calls on the Government of the DRC to ensure that those responsible for breaching human rights and international humanitarian law, the Rwandan rebel Group FDLR –which is led by the perpetrators the Rwandan genocide who fled to Congo – and Congolese Mai Mai militia are held responsible and prosecuted by the International Criminal Court;
3. déplore dans les termes les plus vifs les massacres perpétrés dans la population civile, l'enrôlement d'enfants soldats et les actes de violence sexuelle contre les femmes et les enfants, et appelle tous les acteurs concernés à renforcer la lutte contre l'impunité; demande au gouvernement de la RDC de veiller à ce que les responsables de violations des droits de l'homme et du droit humanitaire international, le groupe rebelle rwandais FDLR – dirigé par les auteurs du génocide rwandais qui ont fui le Congo – et les milices congolaises Mai Mai aient à rendre compte de leurs actes et soient traduits devant la Cour pénale internationale;

3. Calls on the Government of the DRC to ensure that those responsible for breaching human rights and international humanitarian law, the Rwandan rebel Group FDLR and Congolese Mai-Mai militia are held responsible and prosecuted by the International Criminal Court;

B. whereas the M23 rebels constitute one of the dozen armed groups, such as the Mai-Mai group, the Democratic Forces for the Liberation of Rwanda (FDLR) and Rwandan Hutu rebels, on the one hand, and the FARDC on the other hand, fighting in this resource-rich region;

Recalling the Council Conclusions of 25 June 2012 the EU reiterates its strong concern at the findings, now in the public domain, of the report of the Group of Experts of the United Nations Security Council Sanctions Committee indicating that a number of high-ranking Rwandan officials are involved in support to Congolese rebel groups, including the M23 mutiny.
Rappelant les conclusions du Conseil du 25 juin 2012, l'UE répète qu'elle est vivement préoccupée par les conclusions, désormais publiques, du rapport du groupe d'experts du Comité des sanctions du Conseil de sécurité des Nations unies indiquant qu'un certain nombre de hauts responsables rwandais sont impliqués dans le soutien apporté aux groupes rebelles congolais, y compris aux mutins du mouvement M23.

The Congolese have been very careful to make a distinction between the FDLR, those who want to go back to Rwanda—they have their own demands—and the Rwandan refugees, who are not members of those rebel groups.
