I guess the main issue that causes a lot of concern, when I compare it to the northern sea route in Russia, is that with a transit through an area I'm sailing from this place and I'm going to this place, and I'm going to sail a particular route that gets me there quicker I'm only going to do it because it's economically feasible.

In order to enable cost savings and avoid unnecessary fitting of equipment on board ships sailing in maritime areas within the coverage of AIS fixed-based stations, Member States and the Commission should cooperate to determine the requirements concerning the fitting of equipment for transmitting LRIT information and should submit to the IMO any appropriate measures.

Requirements were adopted in October 2008 by the International Maritime Organisation (IMO) in the context of the revision of the International Convention for the Prevention of Pollution from Ships (Marpol Convention), to be implemented from 1 January 2015 for ships sailing within emission control areas as defined by Article 2(3e) of Directive 1999/32/EC.

STRESSES the importance of prompt action, in accordance with international law, to require adequate standards for ships sailing through environmentally sensitive areas; 3. INVITES: - Member States to identify environmentally sensitive areas on the basis of draft common criteria which will be circulated by the Commission before 15 July 1993, and to report to the Commission before November 1993 on the result of such identification; - the Commission to report to Council before February 1994 on a Community-wide identification of environmentally sensitive areas; 4. INVITES the Commission, in consultation with Member States, to study, on the basis of an assessment of risks to environmentally sensitive areas by maritime transport, whether the protection of such areas requires area-specific standards on maritime safety and to present the outcome of its study in the first half of 1995 with a view to proposing specific measures to IMO; 5. INVITES the Commission to examine the possibility of strengthening the preventive effects for the protection of the environment of penalties and civil liability.
ACCUEILLE AVEC SATISFACTION la résolution du Conseil "Transport" du 8 juin 1993 et notamment les points qui ont trait aux zones écologiquement sensibles, à la responsabilité civile, à l'évaluation des risques, aux contrôles par l'Etat du port, ainsi qu'aux inspections et à l'immobilisation dans l'Etat du port ; 2. INVITE -les Etats membres à déterminer les zones écologiquement sensibles sur la base de projets de critères communs à faire connaître par la Commission avant le 15 juillet 1993, et à communiquer à la Commission, avant novembre 1993, les zones ainsi déterminées ; - la Commission à lui faire rapport avant février 1994 sur les zones écologiquement sensibles déterminées à l'échelle communautaire ; 4. INVITE la Commission à déterminer, en consultation avec les Etats membres et sur la base d'une évaluation des risques que fait peser le transport maritime sur les zones écologiquement sensibles, si, pour protéger celles-ci, il importe de fixer des normes de sécurité maritime applicables à des zones déterminées et à présenter, dans les six premiers mois de 1995, les conclusions de cette étude en vue de proposer des mesures spécifiques à l'OMI ; 5. INVITE la Commission à étudier la possibilité de renforcer les effets dissuasifs des sanctions et des obligations de responsabilité civile aux fins de protéger l'environnement.
