I understand from my note here that the Saint John's Harbour Bridge Authority was part of an agreement that was entered into in 1966 with the Province of New Brunswick, the City of Saint John, and the port authority to assist with the financing and the construction of the bridge until it repaid its debt obligation and became financially self-sufficient through the collection of tolls.
