Si dans son infinie sagesse, que j'ai souvent du mal à comprendre, le Conseil pense devoir modifier la position commune de sorte à y faire figurer autre chose que ce dont il a été discuté en première lecture et que le Parlement en accord avec la Commission ont adopté, si donc le Conseil en décide à l'initiative d'un État membre et avec l'accord tacite et pleutre d'autres États membres, ce sera un fait tout nouveau.
