Problems associated with SAPARD implementation have been identified during the implementation of the programme, which has been corrected through amendments to the SAPARD programme, procedures and national legislation.

(a) Sapard appropriations appear in Title 7 of the budget which is devoted to the pre-accession strategy and come under Chapter B7-01, which comprises Articles B7-010A: Expenditure on administrative management, and B7-010: Agriculture; the first is used to fund well-defined measures, taken on the initiative of the Commission (preliminary studies, evaluation, exchange visits, while the second finances the Community contribution to the Sapard programmes implemented by the candidate countries.
