In the event of a loss or theft of identity documents, valid identity documents entitling visa holders to cross the border issued by diplomatic missions or consular posts will be sufficient as the basis for leaving the territory of the Republic of Azerbaijan or the Schengen area.

38. félicite le Monténégro de la mise en œuvre jusqu'à présent harmonieuse du régime d'exemption de visas avec l'espace Schengen, qui est entré en vigueur le 19 décembre 2009; demande instamment, néanmoins, aux autorités de renforcer les capacités administratives du ministère des affaires étrangères et de l'intégration européenne ainsi que de son réseau diplomatique et consulaire, en établissant notamment un lien en ligne entre le régime national des visas dudit ministère et les missions diplomatiques et consulaires, et en créant une vignette de visa assortie de critères de sécurité;

Of course, the diplomats are present in the Schengen area without internal borders which could imply a certain risk.
