The High Level Steering Group for Southeast Europe (HLSG), whose membership includes the Finance Ministers of Canada, France (also representing the Presidency of the European Union), Germany, Italy, Japan, Russia, the United Kingdom, the United States, as well as the Managing Director of the International Monetary Fund (IMF), the President of the European Investment Bank (EIB) and the President of the European Bank for Reconstruction and Development (EBRD), the Special Coordinator of the Stability Pact for Southeast Europe, and the Deputy Secretary-General of the United Nations (UN) met under the joint chairmanship of Messrs. Pedro Solbes, European Commissioner for Economic and Monetary Affairs and Sven Sandström, Managing Director of the World Bank.

[4] The WLSG is the supporting body to the High Level Steering Group (HLSG) and essentially consists of experts from the G8 (Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, the United States), the Presidency of the EU, IFIs (IMF, World Bank, EBRD and EIB) and the Stability Pact.

It looked to the Steering Group to set work in hand to prepare the multilateral track for the future and identify the most effective ways for it to harness the efforts of the countries in the region and of the international community to promote stability and prosperity in the region.

The Steering Group should select, as members, scientists with special expertise in the subject matter and should cover the veterinary, medical and other basic life science disciplines.
