7. In 2015 and 2016, the annual contribution from the ERDF to the programmes under the ENI and the IPA II, for which no programme has been submitted to the Commission by 30 June under the cross-border and sea-basin programmes under the ENI, and under the cross-border programmes under the IPA II, and which has not been re-allocated to another programme submitted under the same category of external cooperation programmes, shall be allocated to the internal cross-border cooperation programmes under point (a) of paragraph 1 in which the Member State or Member States concerned participates or participate.
7. If by 30 June 2017, there are still cross-border and sea-basin programmes under the ENI and cross-border programmes under the IPA II which have not been submitted to the Commission, the entire contribution from the ERDF referred to in paragraph 4 to those programmes for the remaining years up to 2020, which has not been re-allocated to another adopted programme under the same category of external cooperation programmes, shall be allocated to the internal cross-border cooperation programmes under point (a) of paragraph 1 in which the Member State or Member States concerned participates or participate.

Component II, Cross-Border Cooperation, supports cross-border activities among beneficiary countries and between beneficiary countries and Member States; it also covers the participation of IPA beneficiaries in ERDF trans-national co–operation programmes and in ENPI sea-basin programmes, as appropriate.

The cross-border cooperation component may also support, where appropriate, the participation of eligible regions of the beneficiary countries in transnational and interregional programmes under the European territorial cooperation objective of the Structural Funds and in multilateral sea basin programmes under Regulation (EC) No 1638/2006 of the European Parliament and of the Council (6).

This “sea basin programme” focuses on supporting civil society and local level cooperation in Black Sea coastal areas.

3. The contribution from the ERDF to each cross-border and sea-basin programme under the instruments referred to in paragraph 2 shall be granted provided that the contribution from such instruments to each such programme is at least equivalent to the contribution from the ERDF.
3. La contribution du FEDER à chaque programme transfrontalier et de bassin maritime au titre des instruments visés au paragraphe 2 est accordée pour autant que la contribution d'un tel instrument à chaque programme soit au moins équivalente à la contribution du FEDER.

2. The contribution from the ERDF to the cross-border and sea-basin programmes under the European Neighbourhood and Partnership Instrument and to the cross-border programmes under the Instrument for Pre-Accession Assistance pursuant to Regulation (EC) No 1085/2006 shall be EUR 813 966 000, as a result of the indication of each Member State concerned, deducted from their allocations under paragraph 1(a).

La contribution du FEDER aux programmes transfrontaliers et de bassin maritime au titre de l'instrument relatif à la politique européenne de voisinage et au partenariat et aux programmes transfrontaliers au titre de l'instrument relatif à l'aide de préadhésion conformément au règlement (CE) no 1085/2006 du Conseil s'élève à 813 966 000 EUR, à la suite des indications de chacun des États membres concernés, desquels sont déduits leur dotation au titre du paragraphe 1, point a).
