Mr. Speaker, I would like to advise that agreements could not be reached under the provisions of Standing Orders 78(1) or 78(2) with respect to the second reading stage of Bill C-20, an act to implement the free trade agreement between Canada and the Republic of Honduras, the agreement on environmental cooperation between Canada and the Republic of Honduras and the agreement on labour cooperation between Canada and the Republic of Honduras Under the provisions of Standing Order 78(3), I give notice that a minister of the Crown will propose at the next sitting a motion to allot a specific number of days or hours for the consideration and disposal of proceedings at the said stage.

If no second stage agreement has been reached by the Parties within 12 months of the start of the review, each Party reserves the right thereafter to suspend rights specified in this Agreement.

Pursuant to Standing Order 78(2), Mr. Robichaud (Secretary of State (Parliamentary Affairs)), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), moved, That, in relation to Bill C-33, An Act to approve, give effect to and declare valid land claims agreements entered into between Her Majesty the Queen in right of Canada, the Government of the Yukon Territory and certain first nations in the Yukon Territory, to provide for approving, giving effect to and declaring valid other land claims agreements entered into after this Act comes into force, and to make consequential amendments to other Acts, not more than one hour shall be allotted to the consideration of the report stage of the said bill and not more than one hour shall be allotted to the consideration of the third reading stage of the said bill and, at the expiry of each of the said hours, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the report stage or the third reading stage, as the case may be, of the bill shall be put forthwith and successively without further debate or amendment.
