In order to improve the reliability of such lists, appropriate verification and/or correction mechanisms and minimum guarantees for the persons concerned should be established, at least at the initiative of the Member States of the S
anctions Committees which are also members of the EU. It is also worth drawing attention to the fact that the latter countries have an obligation to cooperate sincerely with the EU and the other Member States, as provided for in Article 19 of the TEU, which stipulates that "Member States which are also members of
the United Nations Security Council ...[+++] will concert and keep the other Member States fully informed”. This requirement is all the more necessary in such situations since the list, once adopted, will make the EU institutions and the Member States accountable before the Strasbourg and Luxembourg Courts.
Cette exigence est d'autant plus nécessaire dans ces situations qu'une fois adoptée, la liste engage les institutions de l'UE et les États membres devant les cours de Strasbourg et de Luxembourg. L'obligation de coopération loyale qui s'applique au Conseil de sécurité vaut évidemment aussi pour les Comités de sanctions établis par celui-ci.
