16. Calls for the European Union to take a consistent political approach to Somalia, as it did during the conflict between Ethiopia and Eritrea, in order to promote dialogue and negotiations with a view to resolving the major and most urgent problems affecting that country, for example by including Somalia within the remit of the Council Presidency's special representative, Senator Rino Serri, or by appointing another special representative for Somalia;
16. demande que dans le cas de la Somalie, l'Union européenne, comme elle le fit à l'occasion du conflit entre l'Ethiopie et l'Erythrée, prenne une initiative politique cohérente afin de favoriser le dialogue et la négociation pour résoudre les problèmes principaux et les plus urgents du pays, par exemple en incluant la Somalie dans le mandat du sénateur Rino Serri comme représentant spécial de la Présidence de l'UE, ou en nommant un autre représentant spécial pour la Somalie;
