19. Welcomes the government's efforts to strengthen the administration, in particular the approval of recent amendments to the civil servant law; reminds Bulgaria that a reformed and strengthened administration will not only improve the ability to implement the acquis and effectively manage Community funds: it will also strengthen administrative capacity and expertise in the area of state aid, improve the quality of state aid decisions and achieve better proactive cooperation between the Commission for the Protection of Competition and the Ministry of Finance, as well as help improve overall public confidence in the workings of the government;
19. se félicite des efforts déployés par le gouvernement bulgare pour renforcer l'administration, notamment de l'adoption récente de modifications de la loi relative à la fonction publique; rappelle à la Bulgarie qu'une administration réformée et renforcée est de nature non seulement à améliorer les possibilités d'appliquer l'acquis et de gérer les ressources financières communautaires avec efficacité, mais aussi à renforcer la capacité administrative et la compétence en matière d'aides publiques, d'améliorer la qualité des décisions relatives aux aides publiques et d'assurer une meilleure coopération entre la commission pour l'amélioration de la concurrence et le ministère des finances ainsi qu'améliorer la confiance générale du public à l'égard du fonctionnement du régime;

It would remind civil servants applying federal laws that they have to respect and to comply with the Aboriginal and treaty rights of the indigenous peoples.
