The financial perspectives should not establish a rigid budget for seven years but leave the possibility each year to assess the functioning of the programmes, the financial margin to launch new initiatives, the possibility to respond to new challenges, the capacity to respond to humanitarian, natural and economic emergencies.
Les perspectives financières ne doivent pas instaurer un budget rigide pour sept ans, mais laisser la possibilité d’évaluer chaque année le fonctionnement des programmes, la marge financière permettant de lancer de nouvelles initiatives, la possibilité de faire face à de nouveaux défis et la capacité de réagir aux urgences humanitaires, naturelles et économiques.
