This report is the seventh in the series and is aimed at measuring the improvements in VAT administration in Member States within the framework of Article 12 of the above mentioned Regulation.
Le présent rapport, le septième du genre, vise à mesurer les améliorations au niveau de l’administration de la TVA intervenues dans les États membres dans le cadre de l’article 12 du règlement précité.

Generally – with only a few exceptions, to judge by the audits that we have already seen – we can say that the institutions at issue are using the funds made available to them properly and meeting the objectives proposed for them. That is why I voted for the report on the Seventh, Eighth, Ninth and Tenth European Development Funds.
D’une manière générale, à quelques rares exceptions près, au vu des audits menés jusqu’à présent, nous pouvons affirmer que les institutions concernées utilisent les fonds qui leur sont attribués de manière adéquate et atteignent leurs objectifs. C’est pourquoi j’ai voté en faveur du rapport sur les septième, huitième, neuvième et dixième Fonds européens de développement.

Participation in the activities of the Seventh Framework Programme should be facilitated through the publication of all relevant information, to be made available in a timely and user-friendly manner to all potential participants and the appropriate use of simple and quick procedures, free of unduly complex financial conditions and unnecessary reporting, in accordance with the Rules for Participation applicable to this Framework Programme, laid down in Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006 laying down the rules for the participation of undertakings, research centres and universities in actions under the Seventh Framework Programme and for the dissemination of research results (2007-2013)

The fifth point is that the regulated rest time in a given week is fixed at a minimum of 45 hours, and the sixth that the report introduces the digital tachograph, thereby making possible extended and improved monitoring of compliance with the regulations. Seventhly, there are clear rules on the hauliers’ liability.

This attitude appears to me to be unjustified. I would also ask that a great deal more emphasis be placed on these points in the seventh periodic report.
