L. whereas, in its conclusions of 21 August 2013, the Foreign Affairs Council tasked Vice-President / High Representative Catherine Ashton to review, in cooperation with the Commission, the issue of EU assistance to Egypt under the European Neighbourhood Policy (ENP) and the EU-Egypt Association Agreement; whereas partnership with societies, an incentive-based approach and the principle of ‘more for more’, and eventually ‘less for less’, are cornerstones of the Union’s reviewed ENP; whereas Article 2 of the EU-Egypt Association Agreement declares that ‘relations between the Parties, as well as the provisions of the Agreement itself, shall be based on respect of democratic principles and fundamental human rights as set out in the Declaration of Human Rights, which guide their internal and international policy and constitutes an essential element of this Agreement’; whereas in her statement of 11 January 2014 Vice-President / High Representative Catherine Ashton declared that ‘dignity, social justice, security, democracy, human rights, and a better economy remain the goals the EU stands by Egypt to achieve’;
L. considérant que, dans ses conclusions du 21 août 2013, le Conseil "Affaires étrangères" a chargé la vice-présidente / haute représentante, Catherine Ashton, de se pencher, en coopération avec la Commission, sur la question de l'aide octroyée par l'Union à l'Égypte dans le cadre de la politique européenne de voisinage (PEV) et de l'accord d'association UE-Égypte; considérant que le partenariat avec les sociétés, une démarche fondée sur les incitations et le principe "plus pour plus" et, en définitive, "moins pour moins" sont des éléments primordiaux de la PEV révisée de l'Union; considérant que l'article 2 de l'accord d'association UE-Égypte dispose que "les relations entre les parties, de même que les dispositions de l'accord lui-même, se fondent sur le respect des principes démocratiques et des droits de l'homme fondamentaux énoncés dans la déclaration des droits de l'homme, lesquels inspirent leurs politiques internes et internationales et constitue un élément essentiel du présent accord"; considérant que, dans sa déclaration du 11 janvier 2014, la vice-présidente / haute représentante, Catherine Ashton, a déclaré que "l'UE demeure aux côtés de l'Égypte dans les efforts qu'elle déploie pour réaliser les objectifs de dignité, de justice sociale, de sécurité, de démocratie et d'amélioration de la situation économique";
