TRADUCTIONS EN CONTEXTE

The activities developed under Horizon 2020 should promote equality between women and men in research and innovation, by addressing in particular the underlying causes of gender imbalance, by exploiting the full potential of both female and male researchers, and by integrating the gender dimension into the research and innovation content as well as by paying particular attention to ensuring gender balance, subject to the situation in the field of research and innovation concerned, in evaluation panels and in other relevant advisory and expert bodies in order to improve the quality of research and to stimulate innovation.
Les activités élaborées au titre d'Horizon 2020 devraient promouvoir l'égalité entre les hommes et les femmes dans la recherche et l'innovation, notamment en traitant les causes sous-jacentes du déséquilibre entre les hommes et les femmes, en exploitant pleinement le potentiel des chercheurs tant masculins que féminins, en intégrant la dimension du genre dans le contenu de la recherche et de l'innovation, ainsi qu'en accordant une attention particulière à l'équilibre entre les hommes et les femmes, compte tenu de la situation dans le domaine de recherche et d'innovation concerné, dans les groupes d'évaluation et les autres organismes consultatifs et groupes d'experts pertinents, de manière à améliorer la qualité de la recherche et à stimuler l'innovation.

It is therefore necessary to renew the message of the First Action Plan for Innovation in Europe: innovation in the Union is being held back, and Member State and Union-level efforts must be combined to remedy the situation if the Lisbon goal is to be achieved. This is the objective of this Communication.
Le message du premier plan d'action pour l'innovation en Europe doit donc être réitéré: étant donné que l'innovation est boudée dans l'UE, les actions des États membres et de l'Union visant à remédier à cette situation doivent être menées de front si l'on veut atteindre l'objectif défini à Lisbonne. The geography of innovation is however very diverse with certain regions competing worldwide on the technological frontier, and other struggling to move closer to that frontier by adopting and adapting innovative solutions to their specific situation ("innovation divide").
Cependant, la géographie de l’innovation est très variable: certaines régions se situent à la pointe du progrès technologique et sont à même de faire face à la concurrence mondiale, tandis que d’autres s’efforcent de s’en approcher en adoptant des solutions innovantes et en les adaptant à leur situation spécifique («fracture de l’innovation»).

The EU is also facing a situation of 'innovation emergency'.

Successful implementation of the measures described in this Communication requires concerted and coordinated action on the part of the EU and IGAD Member States as well as flexibility, responsiveness to dynamic situations and innovative use of available instruments to create incentives for political change.
La réussite de la mise en œuvre des mesures décrites dans la présente communication nécessite une action concertée et coordonnée de la part des États membres de l'UE et de l'IGAD ainsi qu'une certaine souplesse, une faculté de réaction aux situations dynamiques et l'utilisation novatrice des instruments disponibles de manière à susciter un changement politique.
