(3) Si le préposé fait rapport que le produit des grains avariés ou des déchets de moulin est moindre qu’un litre (1 L) d’alcool éthylique absolu par trois kilogrammes et six dixièmes (3,6 kg), le ministre peut autoriser l’imposition du droit sur la plus forte quantité constatée par tout autre moyen, sans égard à la quantité de grains avariés ou de déchets de moulin employés par le distillateur.
