(25) Les actions ciblées visées à l'article 2, point d), de la présente décision ont pour but de faciliter et d'accélérer les investissements en nouvelles capacités opérationnelles de production d'énergie à partir de sources d'énergie renouvelables, par l'apport d'un soutien financier, notamment aux petites et moyennes entreprises (PME), afin de réduire les coûts périphériques et les coûts en termes de services des projets d'énergies renouvelables, et de surmonter ainsi les obstacles non techniques existants.
