It applies to Iceland and Norway since it constitutes a development of the provisions of the Schengen acquis (i.e. the existing EU laws on the Schengen area - an area in Europe without internal borders in which citizens, many non-EU nationals and tourists can freely move without border checks), as well as to Switzerland and Liechtenstein.
