Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Conduct disorders may be an associated feature, particularly in adolescents. Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

That was where our rapporteur, Mrs Gill, thought that the Commission and the Council were being generous - I would say extremely generous - in their attitude to the budgets proposed by three of the other institutions: the Court of Justice, the Committee of the Regions, and the Economic and Social Committee.

(a) the selection of the thematic fields must not be arbitrary. If the Commission takes a real interest in the substance of innovative measures, it should consult the European Parliament and, where appropriate, the Commission of the Regions, the Economic and Social Committee and European institutions having ties with the ESF. Their experience would be useful in determining the thematic fields and lines of action, especially in sectors in which the Commission has no experience or evaluation, such as the local employment agreements, in where the findings of the evaluation of implementation are expected in mid-2002.

Given these circumstances, it seems that the European Company Statute, for which there is not much appetite at the present time, is being pursued mainly because of the chain of events it could give rise to, leading to the destabilisation of national laws by a supranational statute that the Committee on Employment and Social Affairs would even like to see applied to small businesses.
Dans ces conditions, le statut de société européenne, sans grand intérêt dans l'immédiat, paraît surtout poursuivi en raison de l'engrenage qu'il pourrait mettre en place, vers la déstabilisation des droits nationaux par un statut supranational, que la commission de l'emploi et des affaires sociales rêve même de rendre applicable aux petites entreprises.

On the other hand, I would like to refer to the participants who must be taken into account in the macroeconomic dialogue and I would dare to suggest that three more should be added: the representatives of two institutions of the European Union itself, the Economic and Social Committee and the Committee of the Regions – two institutions which represent an extremely important economic and social dimension and, in the case of the regions, clearly, some of them have an absolutely essential role in guaranteeing these objectives – and finally the organisations of small and medium-sized enterprises.
D’autre part, je voudrais faire référence aux partenaires sociaux dont on tiendra compte au cours du dialogue macro-économique et j’irais jusqu’à suggérer qu’il faut en incorporer trois autres : les représentants des deux institutions de l'Union européenne elle-même, comme le comité économique et social et le comité des régions - deux institutions qui représentent une dimension économique et sociale d’une grande importance et, s'agissant des régions, certaines d’entre elles jouent évidemment un rôle absolument nécessaire afin d’assurer ces objectifs - et, finalement, les organisations des petites et moyennes entreprises.
