The report should focus mainly on the results achieved by the EGF and should, in particular, contain information relating to applications submitted, decisions adopted and actions funded, including their complementarity with actions funded by the Structural Funds, in particular the European Social Fund (ESF), and the winding-up of financial contributions made.

1. Launch a major European employment support initiative a) The Commission is proposing to simplify criteria for European Social Fund (ESF) support and step up advance payments from early 2009, so that Member States have earlier access to up to € 1.8 bn in order to: Within flexicurity strategies, rapidly reinforce activation schemes, in particular for the low-skilled, involving personalised counselling, intensive (re-)training and up-skilling of workers, apprenticeships, subsidised employment as well as grants for self-employment, business start-up's and Refocus their programmes to concentrate support on the most vulnerable, and where necessary opt for full Community financing of projects during this period; Improve the monitoring and matching of skills development and upgrading with existing and anticipated job vacancies; this will be implemented in close cooperation with social partners, public employment services and universities; Working with Member States, the Commission proposes to re-programme ESF expenditure to ensure that immediate priorities are met. b) The Commission will also propose to revise the rules of the European Globalisation Adjustment Fund so that it can intervene more rapidly in key sectors, either to co-finance training and job placements for those who are made redundant or to keep in the labour market skilled workers who will be needed once the economy starts to recover.

Lancer une vaste initiative européenne en faveur de l’emploi a) La Commission propose de simplifier les critères de soutien du Fonds social européen (FSE) et d’accélérer les avances dès le début de l’année 2009 pour que les États membres puissent accéder plus rapidement à une enveloppe pouvant atteindre 1,8 milliard d’euros afin: de renforcer rapidement, dans le cadre des stratégies de flexicurité, les plans d’activation, en particulier pour les personnes peu qualifiées, en prévoyant des conseils personnalisés, une formation/reconversion intensive des travailleurs et l’amélioration de leurs qualifications, des programmes d’apprentissage, des emplois subventionnés ainsi que des subventions au démarrage d’activités indépendantes et d’entreprises; de réorienter leurs programmes pour concentrer le soutien sur les plus vulnérables et, le cas échéant, opter pour un financement communautaire intégral des projets durant cette période; d’améliorer le suivi de l'adéquation entre les compétences et les offres d’emploi existantes ou prévues, ainsi que du développement et du renforcement de ces compétences; ce projet sera mis en œuvre en étroite collaboration avec les partenaires sociaux, les services publics de l’emploi et les universités. En collaboration avec les États membres, la Commission propose de reprogrammer les dépenses du FSE afin de répondre aux priorités immédiates. b) La Commission proposera également de revoir les règles du Fonds européen d’ajustement à la mondialisation afin de pouvoir intervenir plus rapidement dans des secteurs stratégiques, soit pour cofinancer la formation et le placement des personnes licenciées soit pour garder sur le marché du travail les travailleurs qualifiés qui seront nécessaires lorsque l’économie commencera à se redresser.

First, as regards the making available again of decommitted appropriations corresponding to commitments made during the 2000 to 2006 Structural Funds programming period, the case of force majeure should continue to be applied as provided currently in the Financial Regulation until the closure of the assistance. This is in order to avoid disruption of the current system since force majeure is treated differently in Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund (10).
