With a view to achieving more effective social policy coordination and better alignment with the Lisbon Strategy (particularly with the broad economic policy guidelines and the European employment strategy), a decision was taken in 2003 to streamline the OMC (see Commission Communication of May 2003 on the streamlining of coordination in the field of social protection).

While endorsing the Open Method of Coordination initiated by the European Commission between economic and social policy, employment policy and social security policy, the CoR - in its Opinion entitled "Strengthening the social dimension of the Lisbon strategy: streamlining open coordination in the field of social protection", prepared by Lena Celion, municipal commissioner of the Gotland Municipality (SV-EPP) - thinks it important to ensure compliance with the principle of subsidiarity.

Three sectoral and two general development policy areas are proposed as priorities for policy coordination : - health policies, widely acknowledged as a social priority, for which existing Community texts are incomplete and which would benefit greatly from policy and operational coordination; - education and training policies, a top priority area for sustainable development which is not covered by any Council text and which requires coordination at least as regards the general objectives and basic criteria for formulating consistent and sustainable general policies; * COM(93)123 - food security policies, for which coordination objectives and arrangements need to be spelt out and specific priorities and aims established, incorporating food aid more fully in long-term food strategies; - the campaign against poverty, in itself one of the major objectives of development cooperation and which covers several more specific areas (such as those mentioned above and employment); - external financing and debt issues, which affect operations in all other areas, even if it they do not in themselves constitute a development objective.
Trois domaines de politique sectorielle et deux de politique générale de développement sont proposés en tant que priorité pour la coordination des politiques : - politiques de la santé, reconnues généralement comme une priorité sociale, pour laquelle les textes communautaires existants sont incomplets et bénéficieraient grandement d'une coordination au niveau de la politique et au niveau opérationnel; - politiques de l'éducation et de la formation, une toute première priorité pour un développement durable qui n'est couvert par aucun texte du Conseil et qui nécessite une coordination tout au moins en ce qui concerne les objectifs généraux et les critères de base pour formuler des politiques générales cohérentes et durables; * COM(93)123 - politiques de sécurité alimentaire, pour lesquelles il convient de définir des objectifs et arrangements de coordination et d'arrêter des priorités spécifiques en intégrant davantage l'aide alimentaire dans les stratégies alimentaires à long terme; - campagne contre la pauvreté, en soi un des principaux objectifs de la coopération au développement qui couvre plusieurs domaines plus spécifiques (tels que ceux mentionnés ci-dessus et l'emploi); - financement extérieur et questions de dettes, qui concernent les opérations dans tous les autres domaines même s'ils ne constituent pas eux-mêmes un objectif de développement.

Such an overall Community anti-drug policy will have to take account of the following factors: - prevention and treatment, i.e. the coordination of medical and social policies in respect of drug addicts; - the repression of illegal dealing in narcotics and psychedelic substances, including action against the laundering of money derived from such dealing, improved coordination of checking facilities at the Community's external frontiers and surveillance of crossfrontier areas, and a speedier exchange of information; - international action: in particular, coordination of the policies of the Member States and the Community in multilateral relations and consultation on requests for cooperation from producing or transit countries.
