TRADUCTIONS EN CONTEXTE

Following the mandate from the Council[36] and as announced in its 2013 Work Programme, the Social Protection Committee (SPC) will work on the financing of social protection systems and efficiency and effectiveness of social protection expenditure. This will include developing a methodology to assist in this by the end of 2013. This work will be based on analysing and sharing best practices in the context of the Open Method of Coordination on social protection and social inclusion (Social OMC).
Conformément au mandat reçu du Conseil[36] et comme annoncé dans son programme de travail pour 2013, le comité de la protection sociale (CPS) se penchera sur le financement des systèmes de protection sociale et sur l’efficience et l’efficacité des dépenses de protection sociale; pour atteindre cet objectif d’ici fin 2013, il conviendra notamment d’élaborer une méthode; ces travaux seront fondés sur l’analyse et l’échange des bonnes pratiques dans le cadre de la méthode ouverte de coordination sur la protection sociale et l’inclusion sociale (MOC sociale).

The new Joint Social Protection Report will replace the existing 'Social Protection in Europe Report' provided for under the Decision establishing the Social Protection Committee.
Ce nouveau rapport conjoint sur la protection sociale remplacera l'actuel "rapport sur la protection sociale en Europe" établi en application de la décision instituant un comité de la protection sociale.

36. Calls on the Commission to carry out a detailed study of the social and economic consequences of the economic and financial crisis, and the adjustment programmes carried out in response to it in the four countries, in order to provide a precise understanding of both the short-term and long-term effects on employment and social protection systems, and on the European social acquis, with particular regard to the fight against poverty, the maintenance of good social dialogue and the balance between flexibility and security in labour relations; calls on the Commission to use its consultative bodies when drafting this study, as well as the Employment Committee and the Social Protection Committee; suggests that the EESC be asked to draft a specific report;
36. invite la Commission à réaliser une étude détaillée des conséquences économiques et sociales de la crise économique et financière et des programmes d'ajustement mis en œuvre pour y remédier dans les quatre pays, afin d'en appréhender avec précision les effets à court et à long terme sur l'emploi et les systèmes de protection sociale, ainsi que sur l'acquis social européen, notamment eu égard à la lutte contre la pauvreté, au maintien d'un dialogue social de qualité et à la préservation de l'équilibre entre flexibilité et sécurité dans les relations du travail; invite la Commission à faire participer ses instances consultatives, ainsi que le comité de l'emploi et le comité de la protection sociale, à l'élaboration de cette étude; suggère d'inviter le Comité économique et social européen à rédiger un rapport spécifique sur cette question;

- Linked to the above, the instruments based on Article 148 TFEU, in particular the guidelines for the employment policies of the Member States should be taken into account when assessing imbalances, and supplemented with specific tools for detection and prevention of social imbalances. The Employment Committee (EMCO) and the Social Protection Committee (SPC) should thus be actively involved in all relevant surveillance procedures.

The legal basis for the Social Protection Committee is Article 144 of the Treaty of Nice, which provides for the creation of a new Social Protection Committee to promote cooperation on social protection policies between the Member States and the Commission.

The aim of the Commission proposal is to update the legal basis on which the Social Protection Committee was created and to adjust its workings in line with the dictates of Article 144 of the EC Treaty as amended by the Treaty of Nice, which extended the Committee's tasks by adding to them the obligations to monitor 'the social situation' and to ensure, insofar as possible, gender balance in the Committee's composition.
La présente proposition de la Commission vise à mettre à jour la base juridique sur laquelle est fondée la création du comité de la protection sociale et d'ajuster son fonctionnement selon les impératifs de l'article 144 du traite CE tel que modifié par le traité de Nice, qui a étendu les tâches de ce comité en ajoutant l'obligation de suivre "la situation sociale" ainsi que l'obligation de respecter, dans la mesure du possible, l'équilibre entre les sexes dans sa composition.
