A wide range of instruments is available for promoting governance whilst at the same time combating poverty and promoting sustainable development, e.g. humanitarian aid, support for building up transport, health and education institutions, support for administrative reform, combating corruption, maintaining peace and security, promoting respect of human rights and participation by civil society, trade promotion, support to enable the country to take ownership of reform programmes and budget support.

Is convinced that the internet is an effective platform for spreading the discourse of respect of human rights and opposition to violence; considers that the internet industry and service providers should cooperate with Member State authorities and civil society to promote powerful and attractive narratives to counter hate speech and radicalisation online, which should be based on the Charter of Fundamental Rights of the European Union; calls on the digital platforms to cooperate with the Member States, civil society and organisations whose fields of expertise are terrorist deradicalisation or evaluation of hate speech, in order to take part in spreading prevention messages calling for the development of critical thinking and for a process of deradicalisation, as well as identifying innovative legal ways to counter praise of terrorism and hate speech, thereby making online radicalisation more difficult; calls on the Commission and the Member States to encourage the development of such counter-narratives online, and to work closely with civil society organisations for the purposes of reinforcing the channels for distributing and promoting democratic and non-violent discourse;

In this regard, civil society is to be understood as spanning all types of social actions by individuals or groups that are independent from the state and whose activities help to promote human rights and democracy, including human rights defenders as defined by the UN Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms (‘Declaration on Human Rights Defenders’).

The overall purpose of the European Year shall be to encourage and support the efforts of Member States, their regional and local authorities, social partners and civil society to promote active ageing and to do more to mobilise the potential of the rapidly growing population in their late 50s and above, thereby preserving solidarity between generations, promoting the perception of older people as a natural and integral part of society and highlighting the contribution that the invaluable experience they have gained over the course of their lives makes to society as a whole.

The huge interest in this topic shows us however that there is still a great deal to do, especially in the area of equal treatment for men and women as regards access to employment, vocational training and promotion. In this respect, Teresa Riera Madurell’s report is a success thanks to clarifying the role of employers and civil society in promoting gender equality.
L’énorme intérêt pour ce thème démontre cependant qu’il y a encore beaucoup à faire dans ce domaine, notamment en matière d’accès à l’emploi ainsi qu’à la formation et la promotion professionnelles. Calls on the Commission and the Council to promote a social policy agenda aimed at: developing a society centred on inclusion and cohesion, presupposing measures in favour of stable development and respect for workers' rights; promoting a society based on gender equality and combating all forms of discrimination; achieving a distribution of wealth that is managed so as to promote the wellbeing of each individual, thus presupposing public and universal welfare systems and guaranteed universal access to high-quality public services ; pursuing a social policy that includes all groups in society; and promoting a participatory democracy seen as an integral component of the various social and employment policies;
