A decade ago, Mr. Jack Witty of 100 Mile House was moved by stories of the rebuilding effort in Afghanistan to ask the question: “What would happen if a rural community like the South Cariboo helped a rural community in Afghanistan to rebuild?” In partnership with Mr. Esmat Nazaryar, an Afghan Canadian from the village of Jeloucha in northern Afghanistan, the South Cariboo Afghanistan project set out to help rebuild Mr. Nazaryar's community.

The Agreement between the European Community and its Member States, of the one part, and the Republic of South Africa, of the other part, amending the Agreement on Trade, Development and Cooperation was finally signed in Kleinmond (South Africa) on 11 September 2009 (following on from the Council decision of 7 April 2008 on the signing of the revised agreement).

When the Treaty of Lisbon came into force, the European Union succeeded the European Community as the body required formally to approve the agreement. The purpose of the Council decision is therefore not only to approve the agreement on behalf of the European Union, but also to give official notification to South Africa that, as from 1 December 2009, the European Union, having succeeded the European Community, exercises all rights and assumes all obligations of the Community, in particular those deriving from this agreement.

The European Community part of this proposal (the substantive part of the volume of loans covered by the guarantee fund mechanism) falls under Art. 181a of the Treaty, not Art. 308 as proposed by the Commission. Voting procedures will entail qualified majority in the Council.

The Community and its Member States, recalling the statement adopted by the Council on 25 May 1993 on the future of development cooperation with South Africa and the Council's conclusions of 18 and 19 April 1994, reaffirm their determination to continue resolutely their efforts at development cooperation with South Africa. 2. The aim of the Community's policy on development cooperation with South Africa is, while taking account of the specific characteristics of the South African economy and South African society, to contribute to the lasting economic and social development of the country and to consolidate the foundations of a democratic society in South Africa, through support aimed at satisfying the population's basic needs and improving the standard of living, especially among the poorest sections of society, taking into account the development priorities defined by the new South African government, particularly in its National Programme for Reconstruction and Development. 3. In view of the considerable progress made in the transformation of South Africa into a democratic, multiracial society in which human rights are respected, the time has come to normalize Community cooperation policy with South Africa by adapting it and the way it operates.
La Communauté et ses Etats membres, rappelant la déclaration adoptée par le Conseil, le 25 mai 1993, sur l'avenir de la coopération au développement avec l'Afrique du Sud ainsi que les conclusions du Conseil des 18 et 19 avril 1994, réaffirment leur détermination à poursuivre résolument leurs efforts de coopération au développement avec l'Afrique du Sud. 2. La politique communautaire de coopération au développement avec l'Afrique du Sud vise, tout en tenant compte des spécificités de l'économie et de la société sud-africaines, à contribuer au développement économique et social durable de ce pays et à consolider les bases d'une société démocratique en Afrique du Sud, par un soutien ciblé sur la satisfaction des besoins fondamentaux et l'amélioration du niveau de vie de la population, en particulier les couches les plus défavorisées, et en tenant compte des priorités du développement telles que définies par le nouveau gouvernement sud-africain, notamment dans son Programme national de Reconstruction et Développement. 3. Compte tenu des progrès considérables accomplis dans la transformation de l'Afrique du Sud en une société démocratique et multiraciale respectueuse des droits de l'homme, le moment est venu de normaliser la politique communautaire de coopération avec ce pays en l'adaptant dans son contenu et dans ses modalités d'exécution.
