The Commission considers that the Spanish statute on private security services is a violation of the EC Treaty's rules on freedom of establishment (Article 52), free movement of workers (Article 48) and free provision of services (Article 59), because the Spanish statute provides that only Spanish companies can provide the service in Spain and that the security staff must be of Spanish nationality.
