9. Appreciates that Algeria has ratified most of the international human rights treaties; encourages increased engagement and improved cooperation by the Algerian authorities with the United Nations, in particular the International Labour Organisation and the Office of the High Commissioner for Human Rights; calls on the Algerian authorities to cooperate with UN special procedures, including by inviting special rapporteurs to visit, and to take into consideration their recommendations; also calls on Algeria to actively cooperate with the African Union human rights mechanisms, notably the Special Rapporteur on Human Rights Defenders;

56. Urges the Egyptian authorities to allow the visit of the UN Special Rapporteur on Violence against Women, which has been agreed on in principle, but has been pending since early 2014, and to invite the relevant UN human rights mechanisms and procedures in particular, the Special Rapporteur on Freedom of Assembly, the Special Rapporteur on Torture, the Special Rapporteur on Human Rights while Countering Terrorism, and the Special Rapporteur on the Independence of Judges and Lawyers; calls on the Egyptian authorities to ensure the compliance of domestic law with international human rights standards and to immediately withdraw Law No 136/2014 and put an end to military trials for civilians, as well as cancel all verdicts issued against civilians by military courts and order immediate retrials before civilian courts; calls on the EU and its Member States to support a strong statement on those issues;
56. exhorte le gouvernement égyptien à autoriser la visite en Égypte de la rapporteure spéciale des Nations unies sur la violence contre les femmes, qui fait l'objet d'un accord de principe suspendu depuis le début 2014, et d'inviter également les représentants des mécanismes et des procédures des Nations unies sur les droits de l'homme, en particulier le rapporteur spécial sur la liberté de réunion, le rapporteur spécial sur la torture, le rapporteur spécial sur les droits de l'homme dans la lutte contre le terrorisme et la rapporteure spéciale sur l'indépendance des juges et des avocats; demande au gouvernement égyptien de garantir la conformité de sa législation internationale avec les normes internationales sur les droits de l'homme, d'abroger immédiatement la loi n° 136/2014, de mettre un terme aux procès de civils par des tribunaux militaires, d'annuler toutes les condamnations prononcées par ces tribunaux contre des civils et de faire rejuger ces personnes par des tribunaux civils; demande à l'Union européenne et à ses États membres de soutenir une déclaration forte sur ces questions;

Believes that a visit by a special UN Rapporteur may help to establish an overview of the human rights situation in Iran; notes with concern that Iran has not accepted any visits by UN special rapporteurs or by the High Commissioner for Human Rights since 2005; calls on Iran to honour its stated intention to allow a visit during 2012 by the UN Special Rapporteur for Human Rights in Iran, Dr Ahmed Shaheed;

The report, however, also highlights the fact that human rights, at the centre of European policies, is complex and multi-faceted. Consequently, when the European Parliament asks you, Baroness Ashton, for a special rapporteur on human rights, a directorate-general for human rights, special training for the staff of EU delegations abroad, and, among these staff members, a person very specifically responsible for monitoring human rights in the country in question – if Parliament wants these arrangements, it is certainly not to bureaucratise this field but rather that there is a lot of work to be carried out.

The Office of the Special Rapporteur on Disability of the United Nations Commission for Social Development [9] organised a seminar on Human Rights and Disability whose purpose was to draft guidelines for more effective identification and reporting of violations and abuse of the human rights of persons with disabilities.
