J. whereas it was planned to start the electoral registration process on 1 December in the urban centres, and in late February 2004 outside the cities, and whereas this process will inevitably be hampered by a lack of funds; whereas the number of registration teams has decreased from 200 to between 70 and 100 teams; whereas it seems unlikely that the registration process will be completed in time for elections to be held in June 2004 and whereas a delay of a few months therefore appears unavoidable, whereas outgoing UN Special Representative to Afghanistan Lakhdar Brahimi and UN Secretary General Kofi Annan have both warned that registering electors for national polls cannot be accomplished when many areas are unsafe for UN teams, pointing out the importance of the elections being held as soon as possible,

Reiterates that promoting international solidarity, stability, peace and democratic, human and economic development, the rule of law and the fight against drugs must continue to be among the priorities of the EU's policy towards Afghanistan in 2008; stresses the need to restore security in Afghanistan, which cannot be achieved by military means alone; underlines that, to this end, it is equally vital to strengthen the police forces in order to establish the rule of law and to increase development efforts; notes with anxiety that drug production has gradually been stepped up, with the result that Afghanistan has once again become the world's biggest producer; welcomes the deployment of the EU police mission in Afghanistan (EUPOL Afghanistan) and urges Member States to provide it with experienced and well-prepared staff and, eventually, to enlarge it; is concerned that insufficient coordination, both among the international community (especially between the EU and NATO) and in relations with the Afghan authorities, seriously hampers the effectiveness of the activities on the ground; calls on all players to make efforts to improve this situation; welcomes in this regard the appointment of Kai Eide as the UN Secretary-General's Special Representative for Afghanistan;

As confirmed by UNSCR 1546, the UN will draw on its considerable experience in Iraq before the war and and on the work begun by UN Special Envoy Sergio De Mello before the tragic attack on UN headquarters in Baghdad last year and continued by Special Envoy Lakhdar Brahimi, to play a key role in helping the Iraqis to move through their political transition The EU should therefore continue to support the UN in playing this leading role and ensure that its actions to assist Iraq are well coordinated with that organisation.
Comme le confirme la résolution 1546 du Conseil de sécurité des Nations unies, l'ONU mettra à profit la vaste expérience qu'elle a acquise en Iraq avant la guerre et des travaux engagés par son envoyé spécial, Sergio De Mello, avant l'attentat tragique perpétré contre le siège des Nations unies à Bagdad l'année dernière, et poursuivis par l'envoyé spécial Lakhdar Brahimi, afin de jouer un rôle-clé pour aider les Iraquiens à mener à bien leur transition politique.
