10. Strongly welcomes the UN report dated 25 January 2011 highlighting 25 proposals made by Jack Lang, Special Adviser to the UN Secretary-General on legal issues related to piracy off the coast of Somalia; also welcomes the relevant follow-up reports by Jack Lang such as the report on the modalities for the establishment of specialised Somali anti-piracy courts of 15 June 2011 and the report of the Secretary-General on specialised anti-piracy courts in Somalia and other states in the region of 20 January 2012; urges the HR/VP, the EUSR and the three HoMs and HoDs to act on the proposals made by Jack Lang as a matter of priority and to develop an strategy for the EU’s contribution to the international approach to criminal justice on the territory of Somalia;
10. accueille très favorablement le rapport des Nations unies du 25 janvier 2011 en mettant en lumière les vingt-cinq propositions formulées par Jack Lang, conseiller spécial du Secrétaire général des Nations unies sur les questions juridiques liées à la piraterie au large de la Somalie; accueille aussi favorablement les rapports de suivi de Jack Lang tels que le rapport sur les modalités de création de tribunaux somaliens spécialisés contre la piraterie du 15 juin 2011 et le rapport du Secrétaire général du 20 janvier 2012 sur des tribunaux spécialisés dans la lutte contre la piraterie en Somalie et dans d'autres États de la région; prie instamment la VP/HR, le RSUE et les trois chefs de mission ou de délégation d'agir en priorité à partir des propositions de Jack Lang et d'élaborer une stratégie pour la contribution de l'Union à l'approche internationale de la justice pénale sur le territoire de la Somalie;

N. whereas ongoing political instability and conflict in Somalia have virtually destroyed any prospects of sustainable economic development in the region; whereas the lack of stable democratic and economic prospects for the population, particularly the young, together with the absence of democracy, the rule of law, governance or human security, provide fertile ground for encouraging criminal activities, including piracy and drug smuggling, while helping sustain terrorist groups such as Al-Shabaab; whereas, regrettably, piracy is for many Somalis their only profitable and viable source of income and means to a higher standard of living; whereas it is essential to address such issues in a comprehensive fashion building on all the EU’s external action instruments, and to complement any such action through the establishment of specialised Somali anti-piracy courts once viable state structures are in place in Somalia;
N. considérant que l'instabilité politique et le conflit qui persistent en Somalie ont pratiquement anéanti toute chance de développement économique durable dans la région; que le manque de perspectives démocratiques et économiques stables pour la population, notamment pour les jeunes, conjugué à l'absence de démocratie, d'un état de droit, de gouvernance et de sécurité humaine, fournit un terrain propice au développement d'activités criminelles, y compris la piraterie et le trafic de drogues, et contribue au maintien de groupes terroristes tels qu'Al-Chabab; que, malheureusement, la piraterie est, pour nombre de Somaliens, l'unique source profitable et durable de revenus et le seul moyen d'accéder à un niveau de vie plus élevé; qu'il est essentiel de traiter ces questions de manière globale, en usant de tous les instruments destinés à l'action extérieure de l'Union européenne, et de compléter cette action par la création en Somalie de tribunaux spécialisés dans la lutte contre la piraterie, une fois que les structures d'un État durable y sont en place;
