To tap the energy savings potential in certain market segments where energy audits are generally not offered commercially (such as small and medium-sized enterprises (SMEs)), Member States should develop programmes to encourage SMEs to undergo energy audits.

The programme does not cover measures provided for by the Programme for the Modernisation of European Enterprise and Trade Statistics (‘the MEETS Programme’), established by Decision No 1297/2008/EC of the European Parliament and of the Council , until the end of the MEETS Programme on 31 December 2013, but includes objectives in the area of enterprise and trade statistics planned to be implemented from 2014 to 2017.

Le programme ne couvre pas les mesures prévues par le programme pour la modernisation des statistiques européennes sur les entreprises et sur le commerce (ci-après dénommé le «programme MEETS»), établi par la décision no 1297/2008/CE du Parlement européen et du Conseil , lequel s’achève le 31 décembre 2013. Il comprend en revanche des objectifs dans le domaine des statistiques sur les entreprises et sur le commerce qui devraient être mis en œuvre de 2014 à 2017.

With regard to direct taxation, the report approved the improvement in tax collection as a result of audits and fiscal controls but regretted that the code of conduct on the management of enterprises had not been applied yet. With regard to administrative capacity, the report found that developments were encouraging since a global fiscal administration modernisation programme was currently being implemented and the structure of the tax services had been reorganised.
