Expresses concern at the effects of the provision of the Fourth Amendment banning political advertising in the commercial media since, although the stated aim of this provision is to reduce political campaign costs and create equal opportunities for the parties, it jeopardises the provision of balanced information; takes note that the Hungarian Government is in consultation with the European Commission on the issue of the rules on political advertising; takes note that restrictions also exist in other European countries; takes note of the opinion of the Venice Commission on the Fourth amendment to the Hungarian Fundamental Law (No CDL-AD(2013) 012), which states that "limits on political advertising have to be seen against the legal background of the particular Member State" and that "the prohibition of any political advertising in commercial media services, which are more widely used in Hungary than the public service media, will deprive the opposition of an important chance to air their views effectively and thus to counterweigh the dominant position of the government in the media coverage";

to continue the dialogue with the Hungarian Government on the conformity with EU law of the new provision of the Fourth Amendment enabling the Hungarian Government to impose a special tax in order to implement EU Court of Justice judgments entailing payment obligations when the state budget does not have sufficient funding available and when the public debt exceeds half of the gross domestic product, and to suggest adequate measures to prevent what may result in a breach of sincere cooperation as enshrined in Article 4(3) TEU;
de poursuivre le dialogue avec le gouvernement hongrois sur la question de la conformité avec le droit européen de la nouvelle disposition du quatrième amendement lui permettant d'instaurer un impôt spécial pour appliquer les arrêts de la Cour de justice de l'Union européenne impliquant des obligations de paiement lorsque le budget de l'État ne dispose pas de suffisamment de moyens financiers et lorsque la dette publique dépasse la moitié du produit intérieur brut, et de suggérer des mesures appropriées pour empêcher ce qui pourrait conduire à une violation du principe de coopération loyale tel que défini à l'article 4, paragraphe 3 du traité UE;

For this to happen, some countries need to speed up their ratification of the Protocol – Russia, Japan, Canada and Australia. Secondly, the political conditions must be created for the United States to rejoin the joint effort in the environmental field. Thirdly, an initiative is needed to green the economy by internalising environmental costs, dissociating economic growth from intensive resource use and focusing on cleaner technologies. Fourthly, we hope that the Summit will provide joint answers to global problems and that, as happened in Rio de Janeiro, when the foundations were laid for the Conference on Climate Change, Johannesburg will also lay the foundations for protocols and new institutions in other environmental areas, such as water, for instance. Fifthly, we hope a boost will be given to international governance and institutional reform.
Pour ce faire, il faut que certains pays accélèrent la ratification de ce protocole - je pense à la Russie, au Japon, au Canada et à l’Australie ; deuxièmement, il faut créer les conditions politiques pour que les États-Unis reviennent à l’effort commun dans le domaine de l’environnement ; troisièmement, il faut lancer un greening de l’économie en internalisant les coûts environnementaux, en dissociant la croissance économique de l’utilisation intensive des ressources et en misant sur des technologies plus propres ; quatrièmement, nous espérons que la conférence apportera des réponses communes aux problèmes globaux et que, à l’instar de ce qui s’est passé à Rio de Janeiro, lorsque les bases de la conférence sur les changements climatiques ont été lancées, Johannesburg lance également les bases de protocoles et de nouvelles institutions dans d’autres domaines de l’environnement, comme l’eau par exemple ; cinquièmement, nous attendons qu’un élan soit donné à la gouvernance internationale et à la réforme des institutions.
