It was in this light that President Juncker in his State of the European Union address in September 2015 said that Member States needed to take a second look at their support, integration and inclusion policies and committed the Commission to looking into how EU Funds could support these efforts.The Commission services followed this up by mapping the potential of the different shared management Funds to support integration as well as the role which international financial institutions could play.
C’est dans ce contexte que le président Juncker, dans son discours sur l’état de l’Union européenne prononcé en septembre 2015, a déclaré que les États membres devaient reconsidérer leurs politiques d’aide, d’intégration et d’inclusion et a indiqué que la Commission était prête à étudier comment les fonds de l’Union pouvaient soutenir ces efforts. Having regard to the impact that the failure of the institution could have, due to the nature of its business, its size or its interconnectedness to other institutions or to the financial system in general, on financial markets, on other institutions, on funding conditionsMember States shall ensure that competent and resolution authorities determine the extent to whichthe following apply to institutions:
Les États membres, eu égard à l'impact que la défaillance des établissements pourrait avoir, en raison de la nature de leurs activités, de leur taille ou de leur interconnexion avec d'autres établissements ou avec l'ensemble du système financier, sur les marchés financiers, sur d'autres établissements ou sur les conditions de financement, veillent à ce que les autorités compétentes et les autorités de résolution déterminent dans quelle mesure les dispositions suivantes s'appliquent aux établissements:

Having regard to the impact that the failure of the institution could have, due to the nature of its business, its shareholding structure, its legal form, its risk profile, size and legal status, its interconnectedness to other institutions or to the financial system in general, the scope and the complexity of its activities, its membership of an IPS or other cooperative mutual solidarity systems as referred to in Article 113(7) of Regulation (EU) No 575/2013 and any exercise of investment services or activities as defined in point (2) of Article 4(1) of Directive 2014/65/EU, and whether its failure and subsequent winding up under normal insolvency proceedings would be likely to have a significant negative effect on financial markets, on other institutions, on funding conditions, or on the wider economy, Member States shall ensure that competent and resolution authorities determine:
1. Les États membres, eu égard à l’impact que la défaillance d’un établissement pourrait avoir, en raison de la nature de ses activités, de sa structure d’actionnariat, de sa forme juridique, de son profil de risque, de sa taille et de son statut juridique, de son interconnexion avec d’autres établissements ou avec l’ensemble du système financier, du champ et de la complexité de ses activités, de son appartenance à un système de protection institutionnel ou à d’autres systèmes coopératifs de solidarité mutuelle visés à l’article 113, paragraphe 7, du règlement (UE) no 575/2013 et du fait de la fourniture de services ou de l’exercice d’activités d’investissement au sens de l’article 4, paragraphe 1, point 2), de la directive 2014/65/UE, et compte tenu de l’éventuelle incidence négative notable que sa défaillance et liquidation ultérieure dans le cadre d’une procédure normale d’insolvabilité serait susceptible d’avoir sur les marchés financiers, sur d’autres établissements, sur les conditions de financement, ou sur l’ensemble de l’économie, Les États membres veillent à ce que les autorités compétentes et les autorités de résolution déterminent:

Documents containing information on demand forecasts, cost forecasts, financial forecasts, documents that are submitted to an investment committee and that describe in detail various investment scenarios, or documents provided to financial institutions could help Member States demonstrate the incentive effect.
Des documents contenant des prévisions concernant la demande et les coûts ou des prévisions financières, des documents soumis à un comité d’investissement et décrivant en détail divers scénarios d’investissement, ou encore des documents fournis aux établissements financiers, pourraient aider les États membres à démontrer l’effet incitatif.

Documents containing information on demand forecasts, cost forecasts, financial forecasts, documents that are submitted to an investment committee and that elaborate on various investment scenarios, or documents provided to the financial institutions could help the Member States to demonstrate the incentive effect.

Following existing successful examples of national bodies as independent institutes which conduct surveillance of national budgetary and economic policies, and publicly provide views on their implementation, Member States should consider how such institutions could fit into the national institutional set up.
Suite aux exemples réussis existants d'organismes nationaux, tels que des instituts indépendants, qui mènent la surveillance des politiques budgétaires et économiques nationales et font connaître publiquement leur avis sur la mise en oeuvre de celles-ci, les États membres pourraient étudier comment ce type d'institutions pourraient s'intégrer dans leur cadre institutionnel national.
