I think that expansion experiment saved the CFL, because it allowed us time to reorganize and realize that what we really wanted to be and should be was a Canadian league based on a reasonable, affordable model of football in North America, principally in Canada, and that if we ever expanded into the United States again—which I don't see happening in the foreseeable future—it would be on a much more considered basis, providing, again, the same sort of affordable product in the United States in cities that frankly could never contemplate having another kind of football franchise.

By increasing levels of competition, the Internal Market can do much to ensure that firms are quick to adopt innovative technologies, increase quality and reduce prices for consumers, and as such the Internal Market is central to the EU's aim of enhancing its competitiveness vis-à-vis its main trading partners. However, some key economic indicators suggest that the Internal Market's impact on competition has recently slowed down. First, the growth of manufacturing trade inside the EU has begun to falter, which generally means less pressure on companies to improve their performance. This contributes to a second phenomenon which is that prices across the EU are no longer converging even though price differences between EU Member States far exceed those between different regions of the USA. Third, the EU is investing more in the rest of the world than the rest of the world is investing in the EU, a warning perhaps that it is more urgent than ever to reform the EU's general regulatory environment and kick-start its Internal Market once again.

Despite disappointments in recent years vis-à-vis your foreign policy as it applies to the security council on Iraq, I still believe Canada can be instrumental in ending the UN punishment of innocent civilian Iraqis, disproportionate and incompatible with the charter, the Universal Declaration of Human Rights, and many other international provisions, by having Canada urge Washington, your friend, your ally, your significant trading partner, to change its policies, to think again for example, to have the United States forgo its sense of revenge, its need for revenge, its simplistic fear of the President of Iraq; to have the United States listen to its European, Arab and other allies, and in particular, Canada, who counsel non-violent solutions as opposed to military aggression, which unfortunately seems to be around the corner; to have the United States hear from Canada that it must end its neglect of international law begun during the Gulf War, during the Gulf War itself, and ever since, with a no-fly zone, bombing and other aggression; and to have the United States, Canada, and the United Nations reopen a dialogue with Iraq.
