F. whereas the registration of candidates was carried out in a discriminatory manner; whereas a majority of those who were denied the right to register were received by the initiative groups in support of Mikola Statkevich and Ales Mikhalevich; whereas Aliaksandr Milinkevich, chairman of the Movement for Freedom, and Mikhail Pashkevich, activist of the ‘Tell the Truth’ campaign, among others, were denied the right to register as candidates;
F. considérant que l'enregistrement des candidats a été effectué de façon discriminatoire; que la majorité de ceux à qui ont a refusé le droit de s'enregistrer appartenaient aux groupes d'initiative de soutien à Mikalaï Statkevitch et à Ales Mikhalevitch; qu'on a refusé d'enregistrer les candidatures, entre autres, d'Alexander Milinkevitch, président du «Mouvement pour la liberté», et de Mikhaïl Pashkevitch, militant de la campagne «Dites la vérité»;

6. Urges the Belarusian authorities to review their actions, improve and upgrade the electoral legislation and conduct new, free and fair parliamentary elections in line with international standards; urges them also immediately and unconditionally to release, and rehabilitate, all political prisoners, without coercing them into signing false confessions and pardon pleas, and to respect their own people by protecting their basic freedoms and allowing them to enjoy their basic rights; expresses deep concern regarding the recurring reports of deliberately inflicted inhumane detention conditions, particularly as regards to Ales Bialiatski, Mikola Statkevich and Dzmitry Dashkevich;
6. presse les autorités biélorusses de reconsidérer leur attitude, d'améliorer et de moderniser la législation électorale et d'organiser de nouvelles élections législatives libres et régulières conformément aux normes internationales; les presse également de libérer et de réhabiliter immédiatement et sans condition tous les prisonniers politiques, sans les contraindre à signer de faux aveux et demandes de grâce et de respecter leur propre peuple en protégeant ses libertés fondamentales et en lui permettant de jouir de ses droits fondamentaux; fait part de sa vive inquiétude quant aux informations récurrentes relatives aux conditions de détention délibérément inhumaines, notamment dans le cas d'Ales Bialiatski, de Mikalaï Statkevitch et de Zmitser Dashkevitch;

4. Demands the unconditional and immediate release of all political prisoners; reiterates that there cannot be any progress in the EU-Belarus dialogue without progress by Belarus in terms of democracy, human rights and rule of law and until all political prisoners, including Ales Bialiatski, Chair of the Human Rights Centre ‘Viasna’ and Vice-President of the FIDH, two ex-presidential candidates Mikalai Statkevich and Andrei Sannikau, heads of the presidential campaigns of democratic opposition candidates Pavel Seviarynets and Dzmitry Bandarenka, and Syarhey Kavalenka, a political prisoner detained for an alleged breach of house arrest, who has been on a prolonged hunger strike, which has led to a critical deterioration in his health and directly threatens his life, are unconditionally released and their civil rights are fully rehabilitated;
4. exige la libération immédiate et sans conditions de tous les prisonniers politiques; rappelle que le dialogue entre l'Union européenne et la Biélorussie ne pourra avancer en l'absence de progrès en Biélorussie sous les aspects de la démocratie, des droits de l'homme et de l'état de droit et tant que tous les prisonniers politiques, en particulier Ales Bialiatski, président du centre Viasna de défense des droits de l'homme et vice-président de la Fédération internationale des droits de l'homme, Mikalai Statkevich et Andrei Sannikautwo, anciens candidats à l'élection présidentielle, Pavel Seviarynets et Dzmitry Bandarenka, responsables de la campagne présidentielle de candidats de l'opposition démocratique, et Syarhey Kavalenka, prisonnier politique détenu pour avoir prétendument enfreint son assignation à résidence et observant une longue grève de la faim qui a gravement détérioré son état de santé au point que sa vie est directement menacée, ne seront pas libérés sans conditions et qu'ils ne sont pas pleinement rétablis dans leurs droits civils;
