6. The first phase in the creation of a Common European Asylum System that should lead, in the longer term, to a common procedure and a uniform status, valid throughout the Union, for those granted asylum, has now been achieved.

As regards the introduction in successive phases of a common European asylum system that should lead, in the longer term, to a common procedure and a uniform status, valid throughout the Union, for those granted asylum, it is appropriate at this stage, while making the necessary improvements in the light of experience, to confirm the principles underlying the Convention determining the State responsible for examining applications for asylum lodged in one of the Member States of the European Communities(4), signed in Dublin on 15 June 1990 (hereinafter referred to as the Dublin Convention), whose implementation has stimulated the process of harmonising asylum policies.

In the Communication of November 2000 "Towards a common asylum procedure and a uniform status valid throughout the Union for persons granted asylum" the Commission suggested that processing requests for protection in the region of origin and facilitating the arrival of refugees on the territory of the Member States through a resettlement scheme may be methods of offering rapid access to protection without refugees being at the mercy of illegal immigration or smuggling gangs or having to wait years for recognition of their status.
Dans sa communication de novembre 2000 intitulée «Vers une procédure d'asile commune et un statut uniforme, valable dans toute l'Union, pour les personnes qui se voient accorder l'asile», la Commission a laissé entendre que le traitement des demandes de protection dans les régions d'origine et la facilitation de l'arrivée de réfugiés sur le territoire des États membres par un mécanisme de réinstallation pouvaient constituer des moyens d'offrir rapidement un accès à la protection sans que les réfugiés n'aient à être victimes des réseaux d'immigration illégale et de traite des êtres humains ou qu'ils aient parfois à attendre plusieurs années avant que le statut leur soit reconnu.

In 2003, with a view to further facilitating the movement of refugees in the European Union and to feed reflections on the long-term objective of a uniform status valid throughout the Union, the Commission will launch the final study announced in its Communication of November 2000 on the transfer of protection status.
Enfin, dans la perspective de faciliter davantage la circulation des réfugiés dans l'Union européenne et dans le cadre de la réflexion sur l'objectif consistant à créer à terme un statut uniforme valable dans toute l'Union, la Commission va lancer courant 2003 la dernière étude prévue dans sa communication de novembre 2000, au sujet du transfert de statut de protection.
