Under point (a) of Article 2(6) of that Annex III, the ACP-EU Committee of Ambassadors is appointed as the supervisory authority of the CDE with, amongst other things, the responsibility to lay down the statutes of the CDE, which were adopted by Decision No 8/2005 of the ACP-EC Committee of Ambassadors (‘CDE Statutes’).

Disapproves in the strongest terms of the USA's 'unsigning' of the Treaty establishing the International Criminal Court; considers this unilateral decision to be all the more serious as it comes soon after the 60 ratifications needed for the Rome Statute to enter into force on 1 July 2002, and for the ICC to assume jurisdiction in respect of war crimes, genocide and crimes against humanity, were obtained; welcomes the swift reaction by the EU High Representative for the CFSP and calls on the Council and the Commission to do whatever is necessary to make this disapproval known to the US authorities and to reiterate the EU's support for the establishment of the International Criminal Court, in particular by taking part in the ceremonies organised for 17 July 2002 to mark the Statute's entry into force on the fourth anniversary of the adoption of the Treaty establishing the International Criminal Court;

E. considering the interest and determination the European Parliament has demonstrated in following this issue, including the adoption of strong positions on essential elements of the Statute before the Diplomatic Conference, which were eventually incorporated in the final text of the Rome ICC Statute,

Admittedly, for the moment no appropriations have been allocated to this item, but, even so – and this is my second point – it has set aside an enormous appropriation, of EUR 60 million, in a reserve for the Members’ Statute, which is rather mysterious, since the statute does not yet exist and, in any case, even if such a Members’ Statute were to be adopted, it would certainly not apply within the present term of office.
Certes, il n’a inscrit pour le moment aucun crédit à ce poste, mais, en revanche - et c’est mon second point - il a inscrit un crédit énorme, 60 millions d’euros, dans une réserve pour le statut des membres, assez obscure puisque ce statut n’existe pas encore à ce jour, et que, de toute façon, même si un statut des députés venait à être adopté, il ne s’appliquerait certainement pas à la législature en cours.
