Considers that if the integration process is well prepared, significant migration from the CEECs into the EU is not to be expected; is convinced, however, that in order to maintain social cohesion as well as social peace in an enlarged EU, social exclusion and poverty in the CEECs have to be reduced drastically; points out that measures must be taken to head off and contain social tensions in the border regions between the EU and the CEECs, due to the strongly divergent standards of living and levels of income;
