Invites the Political and Security Committee (PSC) to establish, together with Parliament, a mechanism in respect of confidential information on emerging crises or international security events comparable to existing mechanisms in several national parliaments of Member States which would — according to the degree of confidentiality — range from closed committee meetings to meetings between the PSC and appointed members of the relevant committees and subcommittees;

Recognises attempts by the Council and the Commission to organise a second round of the European Union-Uzbekistan dialogue on human rights in May 2008 and commends the Commission on its efforts to organise a civil society seminar on media expression in the margins of the dialogue, possibly in Tashkent; points out once again that the holding of a dialogue on human rights and experts' meetings on the 2005 Andijan massacre do not in themselves constitute progress and cannot be used as a reason for the lifting of sanctions; notes that the absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan — these being the conditions laid down by the European Union for the lifting of sanctions — have logically led to the sanctions against Uzbekistan being extended; welcomes the fact that the conclusions of the General Affairs and External Relations Council of 15-16 October 2007 have introduced specific conditions which have to be met within a period of six months in order for the visa restriction suspension to be maintained; invites the Council and the Commission to carry out a serious assessment of the impact of the decision to suspend for six months some of the visa restrictions that form part of the European Union sanctions against Uzbekistan, and to review the overall human rights situation in the country; deplores the fact that Uzbekistan has so far failed to deliver any progress in any of these respects; pays tribute to the work done by its Subcommittee on Human Rights in closely monitoring the human rights situation every six months so as to provide the Council with regular parliamentary assessments and recommendations as regards the EU policy to be adopted in this matter; is appalled by the presidential election held on 23 December 2007 in Uzbekistan, which according to the ODIHR was ‘held in a strictly controlled political environment, leaving no room for real opposition, a ...

Appreciates the economic and social significance of the production and marketing of cotton for the developing countries; considers, however, that in order to achieve an effective result, the developed countries which constitute the main export markets, representing 50% of international exports, such as the USA and Australia, should make substantial concessions; endorses the view that a distinction should be made between the developing countries on the basis of their degree of development; considers that the European Union, which represents 2.5% of international production and is purely an import market for the product concerned, has carried out a reform of the common organisation of the market in cotton which has gone beyond international agreements and obligations and which may, in fact, entail future repercussions for European cotton growing; welcomes the creation of the subcommittee on cotton to monitor the progress of the agreements and the market in order to prevent adverse effects on cotton growing in Europe and in the developing countries;
11. est conscient de l'importance économique et sociale de la production et du commerce du coton pour les pays en développement; estime toutefois que, pour obtenir un véritable résultat, les pays développés qui constituent les principaux marchés d'exportation, représentant 50% des exportations mondiales, tels que les États-Unis et l'Australie, devront faire des concessions importantes; affirme qu'il conviendra d'établir une distinction entre les pays en développement, en fonction de leur degré de développement; estime que l'Union européenne, qui représente 2,5% de la production mondiale et constitue exclusivement un marché d'importation de ce produit, a procédé à une réforme de la PAC pour le coton qui va au-delà de ses accords et obligations internationaux, qui entraîne même des risques de répercussions sur la culture européenne du coton; considère comme positive la création d'un Sous-Comité du coton, qui suivra l'évolution des accords et du marché, afin d'éviter des conséquences négatives pour la culture du coton, non seulement en Europe, mais aussi dans les pays en développement;
