Is of the opinion that the annual reports on arms exports are significant tools in advancing the transparency of arms trade; finds it regrettable, however, that only 21 Member States made full submissions for the 16th Annual Report; notes that full submission means data on the financial value of both arms export licences issued and actual exports, broken down by both destination and EU Military List category; notes that Greece has not provided any data and that Germany and the UK did not submit any data on actual arms exports, while France provided a total figure for arms exports which was not disaggregated; points out that these, with the exception of Greece, are the same countries that are the biggest exporters and shoulder major responsibility for the global impact of EU arms exports; calls on the remaining Member States to fulfil their obligation to submit an annual report and to provide data, for the 16th Annual Report retrospectively and for the forthcoming Annual Reports in due time;

To my mind there are two things in them that need to be spelled out more clearly – not just in a resolution but in the Treaty too in the section on the multiannual budget, regarding the declarations by Member States. Other people have also made reference to this; two Parliament resolutions state that the commissioners must sign off the declarations submitted annually in whatever form by the directors-general.
Il y a selon moi deux points qu'il conviendrait d'énoncer plus clairement, pas seulement dans une décision, mais aussi dans le traité, à la section relative au budget pluriannuel, concernant les déclarations des États membres; d'autres personnes y ont également fait allusion; deux résolutions du Parlement soulignent que les commissaires doivent valider les déclarations présentées chaque année, sous quelque forme que ce soit, par les directeurs généraux.
