TRADUCTIONS EN CONTEXTE

elaborate and submit to the Afghan Government, within the framework of EU-sponsored illicit supply reduction programmes, a comprehensive plan and strategy aimed at controlling drug production in Afghanistan, by improving governance and tackling corruption at the highest levels of the Afghan administration (with a special focus on the Ministry of the Interior), using existing international legal instruments; targeting action against the key traffickers on the ground; improving comprehensive rural development, particularly in the poorest areas and in those not yet producing opium on a large scale; carefully and selectively engaging in manual eradication; and looking at the possibility of pilot projects for small-scale conversion of parts of the current illicit poppy cultivation into fields for the production of legal opium-based analgesics; that production should be subject to strict on-the-spot surveillance which should in its turn be complemented with monitoring by an international organisation, such as the UNDCP, which supervises that production and prevents any diversion of the product to other, illegal, markets such as the heroin market;
mettre sur pied, et soumettre au gouvernement afghan, dans le cadre de programmes de réduction de l'offre illicite, soutenus par l'Union, un plan et une stratégie globaux visant à maîtriser la production des stupéfiants en Afghanistan en améliorant la gouvernance et en luttant contre la corruption aux niveaux les plus élevés de l'administration afghane (en visant particulièrement le ministère de l'intérieur); en recourant aux instruments juridiques internationaux existants; en ciblant des actions contre les principaux trafiquants sur le terrain; en renforçant le développement rural dans son ensemble, et particulièrement dans les régions les plus pauvres et dans celles qui, à ce jour, ne produisent pas d'opium sur une grande échelle; en lançant, avec prudence et de manière sélective, une opération d'arrachage à la main et en étudiant la possibilité de projets pilotes en vue de la conversion sur une petite échelle de parties de l'actuelle zone de culture illicite du pavot en champs destinés à la production d'analgésiques licites à base d'opium, cette production devant faire l'objet d'une surveillance stricte sur place, laquelle doit être complétée par la surveillance d'une organisme international comme le PNUCID, qui serait chargé de superviser la production et de prévenir toute réorientation de la production vers d'autres marchés illégaux tels que celui de l'héroïne;
