It has made a clear commitment, within its existing planning, to make available around EUR50 billion up to the end of the decade to support TENs investment through a new Investment Facility and an additional EUR40 billion in support of research, development and innovation through the continuation of its Innovation 2010 Initiative in support of the transition to the knowledge economy (including broadband and eTENs).

Stresses that innovative solutions are urgently required in order to mobilise private or public funds to a greater extent and extend the range of financial instruments available for infrastructure projects; fully supports the pilot phase of the Project Bond Initiative as a means to boost investment capacity in the field of the EU’s transport, energy and ICT networks; welcomes the fact that the draft budget includes appropriations for the pilot phase, even if they are actually redeployed within the relevant budget lines (CIP - TEN-T - TEN -E) as agreed by the legislative authority;

Urges the EIB to provide more support for the building of the TEN-T network, with the aim of generating a leverage effect for more investment, from both the public and the private sector; considers that, here too, ‘project bonds’ can act as a complementary investment instrument alongside the budget in the TEN-T fund; urges that future investment be concentrated on cross-border sections of the TEN-T network in order to optimise the European added value generated;
39. insiste auprès de la BEI pour qu'elle assiste davantage le développement des réseaux RTE-T, afin de générer un effet levier pour l'investissement, tant public que privé; estime que là encore, les "emprunts obligataires" peuvent constituer un outil d'investissement complémentaire, à côté du budget des fonds RTE-T; demande instamment que les futurs investissements soient concentrés sur les parties transfrontalières du réseau RTE-T afin d'optimaliser la valeur ajoutée européenne ainsi générée;

Agrees therefore that priority should be given to the 30 projects of European interest located in the Member States and regions eligible under the convergence criteria and rejects any attempt to reduce the number of priority projects. Deplores the fact, however, that the levels of transport network investment by the EU proposed by the European Council for 2007 to 2013 are wholly insufficient for achieving improved infrastructures and consequent convergence; considers, therefore, that they must be increased. Insists also that feeder routes for TEN projects must receive support under all the financial instruments of cohesion policy if the TEN projects themselves are to succeed.
