In Europe, there will now be peoples who, at a time when they are at risk of losing their identities with Turkey set to join the EU, will lose their sovereignty when the Constitution comes into force. One word has disappeared, the word ‘sovereignty’, and another has appeared, the word ‘law’, European law, a word that is the very symbol of national democracies.
