(Return tabled) Question No. 70 Ms. Meili Faille: With regard to large information technology projects, and specifically the four pillars of the Shared Services Initiative: (a) has the government prepared a detailed plan accompanied by schedules to explain how it will proceed with the implementation of these major projects, (i) if so, what are the details of this plan, (ii) if not, what are the reasons for the non-existence of such a document; (b) for each of the pillars, (i) which departments are potential clients, (ii) what is the project’s estimated value (estimated minimum to estimated maximum), (iii) what is the description of each project, (iv) what are the key success factors, (v) what are the advantages and estimated costs, (vi) what is the department’s organizational capacity, (vii) what is the planned project launch date for the invitations to tender, (viii) will the contract be awarded to one supplier or several, (ix) for these long-term contracts, what means does the government have to change suppliers once the project is under way; and (c) with regards to the process for implementing major projects, (i) what are the details of the business plan that was used to justify the projects, (ii) was an independent review done on the business plan and, if so, which individuals or organizations were part of it, (iii) what are the details of the impact studies on the small and medium-sized businesses (SME) in the Ottawa-Gatineau region or elsewhere, (iv) what strategy was used to mitigate the impact on SMEs, (v) is there an impact study for these projects on the information technology industry and, if so, what are the details?

37. Calls on the European institutions and Member States to promote, including with the involvement of local and regional authorities and other appropriate institutions, the establishment of regional technology incubators and, by means of their public financial instruments (EIF, Structural Funds, regional funds), to encourage the use of private risk capital (leverage effect) for the purpose of establishing regional risk capital funds (primarily venture-capital funds), which - as public-private risk funds operated in close cooperation with technology incubators - are an essential prerequisite for the effective financing of new high-technology projects devised by start-up entrepreneurs;

Against this background, the federal government opted in its February 2000 budget to create the Canada Foundation for Sustainable Development Technology, which would cover both project development and demonstration, but which would not be restricted to funding climate change technology projects; it would apply to all manner of projects to promote “sustainable development” technologies – by definition, a much broader category of projects.

Holders of the label, who form a Europe-wide network, are entitled to: - receive a financial contribution for investments in transnational high- technology projects in the form of Community participation up to a maximum of 990 000 ecus, provided the investment company undertakes to conduct at least 20% of its operations in high-technology development projects involving an overall investment of at least 25 million ecus; - have preferential access to "Eurotech Project-Invest", which is a system for identifying transnational high-technology projects seeking venture-capital funding; - have access to the "Eurotech Data" service, which gathers Europe-wide information on the technological level, markets and economic situation of a given product; - have preferential contacts with the other holders of the Eurotech Capital label with project promoters.

The proposed activities concern support for innovation and the transfer of technology, the promotion of cooperation between universities and firms and inter-firm cooperation, the establishment of technology dissemination networks in the less-favoured regions, the organization of training sessions, meetings and information about best practice in the management of innovation and the dissemination of technologies, etc.; - "The financial environment for the dissemination of technology" with a view to encouraging technology funding schemes, improving communication between financial circles and promoters of technological projects, and, through technical and management assistance, enabling financial intermediaries to evaluate projects and exploit their results.

To that end it put measures in hand to simplify the procedures for submitting and managing projects in order to take account of the difficulties SMEs have encountered in the past (1) - Brite/Euram feasibility awards: part-funding of the costs of preparing projects - Euromanagement RTD: an RTD audit aimed at identifying the SMEs liable to take part in Community research programmes and helping them to prepare proposals; - CRAFT (Cooperative Research Action for Technology): support for work carried out by research centres for consortia of SMEs who lack the necessary research facilities; - Eurotech capital: a pilot scheme to stimulate inflows of risk capital for transnational high-technology projects; - Value (Programme for the dissemination and utilization of results) Support for the dissemination of the results of all the research programmes, including the setting up of databases, information centres and partnerships between research and industry; - Sprint (Strategic Programme for Innovation and Technology Transfer) Dissemination of new technologies, particularly through the interlinking of networks and national infrastructures.
