Points out, nevertheless, that the construction of the separation wall undertaken by the Israeli Government is a stumbling block which prejudges any progress on the ground; calls on the Council and the Member States to step up pressure on the Tel Aviv authorities in order to stop this project by making use of all the clauses of the Association Agreement with Israel;
